It seems you cannot have an American Univ or American Christian Univ, etc etc if such a law was passed in the USA. Why should Indian be reserved for govt colleges - are only government employee run colleges and institutions (like AICTE) the only true Indian - or do they want to extend second class citizen status - overtly, in a legal manner now. Don't govt employees in general treat others as second class citizens already -esp private sector.
