The meaning is Central Government has money and they want to waste it. The 
need of the hour is a total overhauling of the existing universities, in the 
region.  Barring one or two most of them are just rotting! Who are to be 
blamed? The governments, the heads, the facilities, the students and lastly 
we the citizens.
