Well, I would call this a really antiquated practice. Even if typewriters are still used in IR, I believe they would be on their way out in the next five years to come ( high opex and capex) , unless some higher up is making a lot of dough keeping these ancient machines running. I wouldn't be surprised if a related scam comes to light in the near future.
As for touch-typing ( 'blind' typing with both hands ) can be taught to or learnt by anyone on a computer keyboard in 30 days max, in 20-30 mins sessions each day. And they don't even need tutors for this; there are some really good free and paid typing softwares , one can use to teach herself touch-typing, gaining a typing proficiency of at least 40 words/minute.
