This is how we buy fish in USA, even in chinese stores.
If you buy a whole fish, you buy it by weight including the head.
If you want to buy steaks of fish (dwkhwra), without the head, you can do so, but it is at a higher price than of the whole fish per pound. (Because the trader has to sell the head separately or throw it away.)
Same trade practice applies to chocken, beef or pork.
So the key to pricing is wholesale or retail. By the way, don't you have a recipe for "Murighanta"?

Lanchita aru prapya mulyar pora bonchita", ---
