" Assam Govt was keeping such a huge amount from the center without using it for the purpose for which it was given.During the financial year 2003-2004 the Center released Rs 15 crore to Assam Govt as early as in the month of June.But according to communication by Chief Engineer state PWD ( Border Roads),they have only received only 1 crore so far."
