Dear All,

I encourage the Block IT Specialists (BITS) to carry on their good
work at and around their CICs located in remote villages all over
Assam.

For others, please do not be misled by the word "Operator" and draw your 
conclusion about their quality of technical knowledge. They are the specialists in IT in 
their Blocks.

The CIC Operators are underpaid, they do not enjoy any of the benefits like 
leave, GPF/CPF, group insurance, DA, and other pay benefits. They do not even 
get their wages in time. Sometimes they have to wait even for months. They are 
paid a paltry Rs.5,500 for 30 days work -- and if they miss a day -- they miss 
a day's wage!

Should we encourage the young children and youths to do MCA, BE, etc. and join 
such jobs as CIC Operators? By outsourcing these jobs to private placement 
agencies, the government seems to have encouraged the creation of underpaid 
jobs for highly technically qualified youths. There seems to be no regulation 
of any wage / salary structure to be followed by the placement agencies, who 
takes up a big cut out of what they bid to supply human resource.

The CIC "Operators" deserves better.

Only human resource can help the CICs to continue its journey to success with a 
bit of help and encouragement from the government and well wishers.

These are absolutely my personal views. I believe some of you might agree.
