While agreeing on these points, I believe that without any hestiation she must 
file an FIR as that must go on record in the police station. To file an FIR is 
the right of every citizen in this country. not to do so is to acknowledge that 
the police or enforcers have control over our basic rights for justice. this is 
unacceptable and means giving in to the State.

if necessary a group of journalists may also file an additional FIR. there has 
been so much publicity to this incident that I do not see how any police 
officer will dare refuse the FIR.

as civil servants know, the only publicity that government and officials hate is bad 
publicity. they are happy with anything "postive" written about them.

   * They probably acted upon political (Gogoi agent) backing
   * So it might do something if an FIR is filled immediately
   * Connect Guwahati Press Club with International Federation of Journalist 
(IFJ)

[an FIR may prevent security guards repeating same, if not political.]
