Looking at these "census figure" of ISI operatives in Assam, I wonder what these great securitity agencies, unified command are doing? If you can do a "census of ISI agents", what stop you to pick them up.
Regarding those reports of Madrassas, one should be practical. One should not see the Madrassas with such an angle. Today it is irony but fact that most correct Assamese langugage are written in Assam's newspapers are by the correpondents of those places where maxmium number of Mdrassas are located. This information is not my invention. At least four editors, Haidar Hussain, Manoj Goswami, Pranay Bardoloi, Kanaksen Deka and even Adeep Phukan admit that best of their correspondents( as far as correct langugage) are Muslims youths from Muslim dominated parts of lower Assam.
