I agree with yu . I condition of state police is so bad that they can't even catch a thief without getting clearance from local politiican. Their hands are tied. Govt feels that Police being State Subject and no one can raise question on their activities except themselves. SO police has become a personel property of the state politiicans. what police will do even if they sees the C-in-C of Huji or ULFA ? First would contact local politicians to get clearance from CM or SP would call DGP to get clearnace from CM or DC will call CS to seek clearance from CM and the road is lengthy and tedious that hawks are allowed to fly. Even Military & Para malitary in NE are deployed only as face-wash. No intelligency is passed to them. They are only stationed in some places without any work. It seem one day assam will be over-powered by terrorist / jehadi organisations and all assamee have to work for them. d dt
