Since both both Inner Line Permit (ILP) and Protected Area Permit (PAP)
are well established protocols, it is an implementation issue.
Implementing both will make difference in Assam, and it is state
government (Ahom-admins) who can implement both.

It was foolish that MP NARAYAN CHANDRA BORKATAKY went to throw his
questions without little homework, see

Consider filing FIR @ Guwahati High Court

Probably filing both PIL and FIR will not hurt - unless you (Siddhartha
KATAKI) want others to file,
also try file grievance online to GOI visit link -

non communal response

In order to keep non-communal, probably use of Geographical Indications
(GI) method is best so we know what segment-population have been
bringing what to table.

Example:
ADMIN-U: Anup Chetia, Arabinda Rajkhowa, Bhimkanta Burhagohain, Paresh
Barua, Pradip Gogoi
ADMIN-G: Hiteswar Saikia, Prafulla Mahanta, Tarun Gogoi

Observe that over 3 decades ADMIN-U and ADMIN-G have been exhibiting
repulsive-mannered engagement with repeat-pattern or loop-effect -- this
phenomenal behaviour comes from a population-segment of a specific
geography.

So by using GI we call these people Ahoms (of or related to Ahom
kingdom).

e.g. Americans ->African American, Asian American, European American,
American car, …
Ahoms -> Dravidian Ahom, Mongoloid Ahom, Ahom car, …

In order to disable this repeat-pattern or loop-effect probably the best
counseling can come from Ahoms.

In India, a state government functions under India Constitution in such
a way that for anything/everything the state government holds
sole-authority -- in the past several times it was stated in this forum
Assam Govt admins (ADMIN-G) had not been serving India Constitution,
thus, we have issues with Ahom-admins.

Again since both ILP and PAP are well established protocols,
and thus it is an implementation issue so ADMIN-G needs to serve India
Constitution -- best people who can offer counseling to ADMIN-G
executives can be among Ahoms (I think so).

Critical thinking:
On what date and year West Bengal Government declared 24-hour West
Bengal Bahdh against deportation of illegal immigrants from Assam?

What did ADMIN-G do during that period and what have been doing since
then?
