The following is about z/VSE- the only other operating system that runs
(among other software) a CICS/TS and an HLASM with EBCDIC as default
codepage.

Disabled wait (with an address that is parts of the reason) to be
precise- I guess that was what you ment.

z/VSE has no concept of FRRs.

Sure- and in any of the other 12 it uses (all except E0 + F0).
