Have you taken a look at the CSRSI service?

I believe that it can retrieve everything you require.

This is a little off topic, but I guess that's never stopped me before.

Anyway, the question I have for y'all is:
What are my options for programmatically determining, from code running
within a z/OS host LPAR, the configuration of any and all LPARs in the
CEC?
The type of configuration info I'm after is stuff like LPAR names; OS
name/version for each LPAR; total CPU capacity; CPU
allocation/weighting/capacity for each LPAR...
The data would be used for software licensing.

If this data can be obtained with existing z/OS facilities then using
them would be preferable.
