Tho I likely should not say, it appears this is somehow implemented (perhaps) in

/usr/lpp/java/J5.0/bin/libj9ifa23.so

I say this because if you remove the APF attribute, you get a weird message 
from the java command.

JVMJ9VM082E Unable to switch to IFA processor - issue "extattr +a libj9ifa23.so"

Of course, it is likely more complicated than just disassembling that module.
