which is not quite right.  It is a macro-language/conditional-assembly facility 
that may be used in any macro-language construct that may appear in open code.

In particular, it may appear in set-symbol assignment statements, as in

           putative column 72=======================>|

|           DC  &whatever

the construction of which can be simplified and made more perspicuous using the 
DOUBLE bif (which was provided for use in constructing MNOTE text but has other 
uses like this one too.
