The binder can generate load modules from GOFF input, so you should be able to get the result you want with the GOFF option.
HLASM has two problems: (1) There's no way to encode any alignment stricter than quad in the old "OBJ" object format. (2) Automatically generating a binder control statement wouldn't work on VM, VSE or zLinux. Or, since you know you're running on z/OS, can you just PUNCH or REPRO the PAGE record?
