After re-reading the POPS, I found the relaxed alignment requirements only
applies to TRTO and TRTT, TROT has always required only DW alignment but I
missed that.
So page alignment is now a non-issue.

Read POP and check that you have a box that has the "ETF2-enhancement
facility" and use only DW alignment.

Are there any boxes out that do not have the ETF2-enhancement?

It is the facility that allows the stop on match with R0 to be
suppressed.

can be tested with TM 200+3,B'10000000'

(in z/VSE and z/OS only not in Linux on Z)
