Here, I'll recommend Mac OS X.  It allows the user the discretion to format
a filesystem (only at format; you can't change your mind later) as either
case-sensitive or case-preserving (the latter like Windows and OS/2).

Samba is offensive -- when a case-sensitive filesystem is mounted with
Samba, it's treated as case-insensitive, with bizarre, unpredictable,
sometimes destructive results.
