Bob, Don is right. Although IANAL, I have taken enough recent classes in both 
HR and basic business legal stuff that if your friend stated those exact words 
in an interview, he would be violating federal law.

It is even possible that your mention below has dirtied the hiring process.

Please advise your friend that he/she needs to restate this and remove any hint of 
"looking for younger" hires.

As Paul (I think) said elsewhere, the best path is to hire young and old and 
use the accumulated knowledge of the elder to mentor the younger. I'm glad to 
see an 18-year-old want to learn z/Architecture assembler, but the 
opportunities need to be created
to allow this to happen.

Again, IANAL, but I have book learning, which is almost as dangerous. ;)
