My guess would be that SYSSTATE exists in VSE too but it's only a guess. Can't
verify it.

All the SYSOSREL for each z/OS rel get set so you could use any but v1r1 should
always be there (or you could use OS390)

Is there a reliable method to detect whether an assembly is using the z/OS
macro libraries or the VSE macro library?
We run our assemblies on z/OS using the VSE MACLIB when wanting a VSE
object deck.
