At the bottom of page 53 of the current HLASM Language Reference there
is a list of the assembler instructions---EQU among them--- that (in
addition to all machine instructions) implicitly establish an unnamed
section, private code, if one has not already been been established
explicltly by a CSECT, RSECT, or START statement.

The scope of EQU and these other assembler instructions is the section
in which they appear, and if none such has already been established,
the assembler necessarily creates a scope for them by creating an
unnamed section for them.

PC is now an overloaded term, one that needs to be used carefully.
