The functionality you reference I already have in my program, thanks for the 
thought, though.

The issue is not "what time is it", locally and UTC, the issue is one set of 
files has historically data in local time and one set of files has historical 
data in UTC. I need to convert one or the other to the other time base in order 
to compare and match.

I'm looking for information on how local time to UTC, and vice versa, is 
affected by a locale's Daylight Savings Time state.
