How is conversion during that period around the switch handled.
When switching from DST to ST there will be no 2:xxAM time stamps.
1:59AM is UTC-X and the next minute is 3AM and UTC-Y (where Y is
X-1). EST for example is UTC-5 while EDT is UTC-4. For ST to DST, you
watch for a repeat of the 1:xx hour with the first occurrence being
ST and the second being DST (and apply the UTC offsets the same as
above).
