Is the op-sys itself considered to be "anyone"?

For CICS it is in use to allow CICS to switch from non-privileged key
(90) to privileged key (80 in z/OS or any other in z/VSE).

There are certainly other ways to skin a cat- but to set a bit in a
controlregister this method certainly fits

I vaguely recall that this fixed a problem with IBM-code which is
addressed/fixed meanwhile.
