Thank you- The linux version does not have the -table option (at least
the one downloadable and the one I have on my opensuse 13.1)

Never mind-

I am checking right now to work with pdftotext and reformat it to html.
The instruction-part should be possible and a new format with new page
per instruction and nor more cryptic but correct phrasing (*1).

The plain text is in reading sequence (albeit odd looking for
"pictures") as opposed to the sequence it is in the PDF-manual (for
fun- try to copy the format of the instruction and the text).

It does look like it can be done automaticly. Right now I am
experimenting with SVG for the pics. Once that is done the rest is
downhill. 

(*1) here is a sample:
For males beyond 40 and females under 20 it is ,,,,. For males with an
odd age and females with an age divisable by 5 it is ,,,,.

The instructions are always documented with that pattern. I
hope to create nice instruction-documentation for each and every of
the non privileged ones.
