In a word, yes.

There are system reasons why the STSI information might have been 
refreshed. I believe that that includes cases where the hardware has 
informed z/OS of a configuration change event that was not due to a 
customer-initiated capaciy on demand upgrade.

I'm not sure why that is relevant to the question that was asked.
