Seymour: I agree that it's not worth fixing. However, its been nearly 50 years since I used a START statement, and I just wanted to double-check my sanity (I might be catching a case of Covidiocy.)
Binyamin: I added " DC A(*)" as the first statement, and it shows a location of zero. The ESD report is as follows: External Symbol Definitions ESD=0001 LOC=00000000 LEN=00000008 TYPE=CST NAME=$PRIVATE Charles: I'm modifying a multi-csect stand-alone loader I wrote a long time ago, and thought that for completeness, I would accommodate this idiosyncrasy of START.
