I don't know what Tony was trying to do, but I suspect he was thwarted
by a lack of generality in symbol substitution.  For example:

C        CSECT
&STMT    SETC 'LABEL  DC  A(C)'
* . . .
&STMT
         END

... doesn't work.  HLASM does some lexical analysis prior to substitution
that would better be done in the opposite order.
