Last night, Ifound another way for a connection to get hung.  Fixed it.

Details:
    If the far end ACKs _our_ CONNSHUT packet, but doesn't send one of
it's own, then
    the connection can get hung.
    Fix:  Put in a timeout once we get the ACK from the other side.

    Of course, this shouldn't have happened - which is a different
problem...
        Could have been caused by my flaky wireless router.
