This is what worked for me:

- stop the ASSP service
- Upgrade to ActivePerl 5.8.8.822
- add the Trouchelle Repository to the list of Repositories  (the address
is:   http://trouchelle.com/ppm/  )
- deactivate the ActiveState Repository
- search for Mail::SPF   (you should see version 2.005) and install
- start the ASSP service
- you are done!
