Thats because you are running SMSMSE - which is installed/integrated on your Exchange server. It has its own Event Syncs for manipulating message redirection in Exchange. The simplest way to do generic filtering for all Mailboxes on Exchange, without having to touch an Inbox with rules, is to create an Event Sync. There are many products out there that do this.
