You put in a value of your own choice, based on the Bayesian
probabilities levels that you see in messages processed by that instance
of ASSP.  The number doesn't effect the scoring, since Bayesian scoring
is solely based upon your unique database.  This number effects how the
message would be processed -  if the probability score is below the
confidence score.  If it's below, it gets processed as if in Bayesian
test mode.  If it's above it gets blocked as it would anyways.

testmode and those above are blocked."

I don't mean this to sound condescending, but if you do not grasp the
concept of how this should work, then I recommend that you should stay
away from it until you do.  It's all part of the learning curve, so
don't take it the wrong way.  Its not a function that everyone would
find benefit from.
