You don't need the complete BIND-Package or another server or service!

You  can  just  install the DIG and WHOIS by unzipping this archive to
any Folder in Windows:

http://pigtail.net/LRP/dig/

Then  set  the  PATH  in the system-Enviroment to the locate where you
unzipped  dig, and follow the instructions about the config file as on
the download page.

So  even  if  it is uncomfortable, it is an easy solution. Maybe later
versions  of Net::DNS::Resolver will work better. Best would be if the
dig support would be optional...
