Is there a possibility that the one particular email address to which you 
are sending is blocking the attachment on the receiving side?  If I remember 
correctly, you are routing outgoing mail through a relay server; are you 
able to verify the outgoing email logs (I don't remember IIS SMTP logs too 
well) and see if ASSP is sending the email properly (you might be able to 
verify the size of the email and/or contents)?  That might help point a 
finger in which direction the attachment is getting lost; whether it is 
ASSP, the relay server, or the receiving MTA that is dropping it.

Is there a possibility that the email is actually being received in its 
entirety, but that the email client isn't parsing the MIME data properly and 
isn't actually displaying the attachment even though it is there?  Have you 
asked the recipient to send you back the original email as an attachment to 
see if it contains the MIME content, and / or if you can see something 
incorrect in the mime / header formatting?

Appologies if you have already looked through these ideas; I haven't had a 
chance to read through the enitre thread carefully, but thought I would 
throw in some ideas that might help point you in a direction, if they hadn't 
already crossed your mind...
