Thanks you!  If I understand correctly, the "sections" on the right side of
the screen are left over from early development.  Why not get rid of them
and what ever extra cycles, memory, etc., they use?

Ok, I think I see your logic. Personally I don't consider the sections 
to be a menu.

The menu on the left is, by default, enabled with javascript so that it 
follows you as you scroll through the interface when the sections are 
expanded. It also lists each configuration option and allows you to jump 
directly to each option by clicking on it's name.

The main sections are expandable by clicking on the bar, however it 
should not be considered a menu per se, rather it is a legacy feature 
from older ASSP versions that did not have the menu on the left hand 
side and thus the only way to access a section was to click on the 
section header. Due to ASSP being expanded and enhanced new sections and 
options were added and it became too unwieldy to use and so a menu was 
added to the left side.
