A few consideration :

since we already have the connecting IP address we could skip the check for
known good hosts, that is :

IP addresses in nodelay.txt, ipwl.txt and ipnp.txt

And (optional, I'm not sure if it makes sense or that's a plain wrong idea)
skip also for : 
-) PB autowhitebox (don't know exactly how an IP gets there, so I can't tell
for sure if it's good)
-) Greylisting OK (I don't know the name, but the IPs that passed the
greylisting phase). If a MTA is so smart to pass the greylist then it's also
able to pass initial response delay
-) Hosts that already passed the initial response delay

So my idea is to have automatically bypass for nodelay.txt, ipwl.txt and
ipnp.txt and a suggestion to valuate if it makes sense to have the other
options
