I'm confirming the similar behavior my 2 ASSP servers. 

They both have the same configuration:

Dual processor P3 1Ghz, 1G RAM.  Windows 2000 server SP4.
Perl V.5.8.8
Net::DNS - 0.57

Just upgraded from 1.3.0 to 1.3.3 and later to 1.3.3.1

Perl.exe process is taking about ~100% of one of the processor's time
which results in email delivery delay.

I've disabled DNSBL lookup and checked that ccMaxBytes:=1 but it did not
help.
