well, limiting the max score assigned by the
country score mechanism to one half of the total
message score should take care of false positives

Uhm.. I don't think "racism" is the correct word here;
I'm not suggesting to filter emails using race/religion/
whatever else, just to dynamically score an incoming
message basing the score on the "spam volume" of
the originating country and not "because one just
doesn't like that country" :-)  I think that such an idea
should be "politically correct" :-D
