I'm trying to see what advantage county scoring would give. We already have a system that is more granular than that- and is based on the contributions of the majority of ASSP users, so I don't have to do this myself. The Griplist is dynamically downloaded here so it's hardly static either- a new spammer picks a new range and the score goes up.
