The rebuildspamdb perl script uses those files each time it runs to
create a more up-to-date database.  Their intent is for correcting
errors in the spam and notspam directories.  So, no, it's not good to
"purge" them; at least not on a regular basis.  There might be an
occasion when it's necessary (ie. way too many of them), but I can't
imagine that it would be very often (every few years, in my case at
least).
