Gmail does deliver NDR's and the message was definitely rejected. Ever since moving to the 1.3.5 revisions months ago I've stopped getting white list request from persons being blocked, per the instructions in the ASSP configured bounce messages.

NDRs are (or rather, *should* be) the responsibility of the originating server, and are only delivered to the sender if the message was REJECTed.
