Since you can decide to change almost anything in an email's header it 
indeed doesn't matter much, technically speaking.

Normally the client will add its own timestamp ("Date:"), which I 
believe is what another client will see and what will most closely 
reflect the time of sending the email. Changing this on the MTA level 
would be bad manners I think.

The recipient likely will never see at what time the MTA, or ASSP 
received the email. They will only see the "Date:" part. But I would say 
it's best to use local time for the "Received:" part.
