in a quite recent past there were "waves" of malware pumped out by
bots, the attachments were quite small and their signatures changed
from message to message and for a certain timeframe the AVs were
unable to detect it; sure, ASSP may just reject such messages for
other reasons, but there may still be a chance for the malware to get
through and hit some machines

Also, while I may agree with you when it comes to ISP level filtering,
in a corporate environment, attachment blocking may still make sense,
if a company sets up a policy to disallow sending certain types of
mail attachments, they may then use ASSP to enforce such a policy

again, at ISP level it makes sense allowing attachments, but in other
cases it may make sense *blocking* them, so having such an option
is ASSP isn't bad all in all :)
