How can I do this?

PATH (& MANPATH) might be set in /etc/profile (or /etc/profile.d dir) for ALL 
users. 
For personal customisations, see your personal .bash_profile

also installed a newer version of PERL:
Downloaded ActivePerl 5.16.3.1603 (64 bit)
gunzip file (/usr/local/src)
untar
run ./install.sh
cp /opt/ActivePerl-5.16/bin/perl5.16.3 /usr/bin/perl

IMHO, last step may be very radical . . .
