For Perl 5.20 on windows you should use strawberry-Perl. The full download is available at http://sourceforge.net/projects/assp/files/ASSP%20V2%20multithreading/ASSP%20V2%20module%20installation/
it contains all required modules and binaries. Don't forget to read the readme (inside the zip) and to set the PATH env variable! Running Perl 5.20 on nix was never a problem.
