as I see, you are running Windows XP, not Vista, maybe the problem is here ?
however, I'm currently trying
PATH=/opt/ast/bin:$PATH bin/package make
where /opt/ast points to 2010-03-09 binary
I also try
SHELL=/usr/local/bin/ksh93 bin/package make
where /usr/local/bin/ksh93 point to 2011-02-08
just in case, I've just updated bash to 4.1.9-3 (see the cygwin ml) to
try what you asked.
if that not work, I'll try a cygwin reinstall, but I didn't like to do
that...
