IMHO, there is no "second best" and there isn't the "best one".
As a rule of thumb, never put all your eggs into one basket, and never trust in only one provider to place your calls.
Try to have an account with every "good" provider, and build a context on which your calls will try the next one if it fails.
My dialplan always include a fail-over to another provider. If "A" is down/busy, will try "B" and so on.



You can also do Dial(ProviderA&ProviderB&ProviderC)... First one to accept the call wins => lower PDD.
