Yes, First it means don't hijack other people's threads, start your own. Second, if this goes through, it will mean that irresponsible VoIP providers will be starting up , and the consumer will be in danger if they do not research the situation. While it is good, in my opinion to not pressure the VoIP providers into the E911 compliance, I believe there should be E911 on VoIP.
It's really a 50/50 for me. As a VoIP provider, we provide true E911 for the customers, and I believe all VoIP providers should offer E911 or at least some form of 911.
