There's http://spc.pifiu.com but for the SPA-phone the program is just a bit old, it does work but the phone constantly will download the config because some parameter is not right.
Double check your parameters then. We provision 921/922/941/942 using binary config files generate with SPC as well as using plain XML files and http without problems.
