Double check your parameters then. We provision 921/922/941/942 using
binary config files generate with SPC as well as using plain XML files
and http without problems. I don't see a "constant download" unless
you mean that each phone checks every 2 hours for a new copy of the
config, like it is told to do so.

What version of SPC do you use and what version of firmware? We use
4.1.15 + 5.1.5 or 5.1.7 depending on the phone.
