In that case, I would say the only criterion would be "whatever you can sell to a customer". IVRs are usually customised to suit business need. There are a few categories of IVR-based services out there that are fairly well-standardised (and already adequately represented in the marketplace). The money is probably going to be in ones that aren't well-represented.
